I am Internationally recognised as an expert in Global Navigation Satellite Systems (GNSS); including the USA’s Global Positioning System (GPS). I have 35 years experience in GNSS and Land Surveying covering research and development, technical implementation, policy and business development. I am also a Registered Cadastral Surveyor and an Honorary Fellow of the Surveying and Spatial Sciences Institute of Australia.

In May 2013, I was appointed by the NASA Administrator to the Space-based Position, Navigation and Timing Advisory Board; a US Presidential Committee that advises US Government on issues about PNT, including GPS. I am also a past member of UN mandated International Committee on GNSS where I Co-Chaired Working Group D on Reference Frame, Timing and Applications. Since 2008, I have been the President of the Australian based International GNSS Society (IGNSS). From 2007 to 2010, I was a Vice President of the International Federation of Surveyors (FIG) and was made an Honorary Member of FIG in 2012. I am also a past member of the Editorial Advisory Board of GPS World Magazine and in 2008, that magazine named me among the 50+ leaders to watch in GNSS business. From 2011 to 2017 I was an Adjunct Professor at the Queensland University of Technology.

In 2022, I took up a position in the Australian Space Agency to help develop the Strategic Roadmap for Position Navigation and Timing.

Before that, I spent most of my career in Queensland Government, including representing the state on the Permanent Committee on Geodesy of the Inter-governmental Committee on Surveying and Mapping for Australia and New Zealand.
